A RT ProductRecently, the Assembly and Environmental Engineering Department of the Fifth Academy of China Aerospace Science and Technology Corporation (CASC) has successfully won the bid for the product life and failure mechanism research project of Zhuzhou CSR Times Electric Co., Ltd. through open tendering. This successful bid marks another milestone in the department’s expansion into the civilian market by leveraging its aerospace brand advantages and core technologies.
In recent years, amid market expansion efforts, the department has recognized that long-term industrial development requires fostering strengths and addressing weaknesses. On the basis of giving full play to its technological and talent advantages, it has advanced institutional and mechanism innovation to enhance the management team’s rapid response capability to market demands. Guided by this philosophy, the department has identified external cooperative testing and equipment development as its two core development priorities and accelerated practical exploration and implementation.
As one of the core businesses of the Assembly and Environmental Engineering Department of the Fifth Academy, environmental and reliability testing and supporting technical services boast broad market prospects. Its services cover aerospace equipment, electronics, aviation, shipbuilding, automotive and other industries, and have been designated as a key sector for market expansion. To pool superior resources and develop flagship products, the department has concentrated technologies, fundamental capabilities, brand influence and professional talents to fully engage in market competition.
"Where there is market demand, we will invest boldly." Giving full play to its accumulated technological strengths, the department takes upfront investment of self-owned funds as a leverage to conduct secondary development and transformation of professional technologies in response to market needs. This drives product innovation and vitalizes the supply of civilian products.
Within two years alone, the Electromechanical Product Environmental and Reliability Testing Center of the department has invested over 100 million yuan in equipment procurement and upgrading. Through persistent efforts, the department has built solid hardware strengths represented by ultra-high temperature environment simulation systems, three-axis vibration test systems, and combined acoustic-vibration test systems. These core capabilities have become its competitive edge to explore markets across various sectors and deliver high-quality services to clients nationwide.
Meanwhile, the scope of its equipment development business has expanded. It has evolved from exclusive research and manufacturing of thermal vacuum testing equipment into a diversified development model, with thermal vacuum equipment as the core and synchronous progress in the R&D of multi-domain testing equipment.
While advancing technological breakthroughs in products, the department also focuses on brand building. It capitalizes on the reputation of "aerospace-grade quality" to accelerate civilian market expansion. The team has repeatedly conducted promotion and exchange activities in aviation, shipbuilding, automobile, high-speed railway and other industries across the country, and actively invited clients for on-site visits and communication. The debut of numerous new environmental testing technologies has won wide recognition from customers, laying a solid foundation for subsequent successful bids for multiple testing equipment development projects.
To cultivate interdisciplinary talents proficient in both technology and market operations and provide solid intellectual support for industrial development, the department has expanded its talent training system. It has strengthened vocational training in product reliability assessment, life evaluation, testing and measurement, and promoted post integration. Targeted industrialization and marketization training courses have been launched for young backbones, helping employees balance technological research with market awareness.
The department has carried out internal reform to tackle management shortcomings by gradually promoting the business division operation model across all departments. So far, two professional business divisions have been officially established: the Electromechanical Product Environmental and Reliability Testing Division and the Spacecraft Test Equipment Division.
The business division model grants greater operational autonomy. Previously managed by functional authorities, key links including project bidding, implementation planning and final acceptance are now independently undertaken by each division. This greatly shortens the project management chain and improves overall operational efficiency. In addition, tailored economic operation plans have been issued for the two divisions, ensuring sufficient autonomy in daily economic activities.
Furthermore, the department has revised performance assessment regulations, set annual economic targets for subordinate units and conducted year-end evaluations, with assessment results directly linked to performance remuneration. Alongside clear task allocation, a comprehensive incentive policy system has been established. Driven by both pressure and motivation, the initiative and enthusiasm of all departments and staff have been fully stimulated.
Moreover, the department has firmly upheld the market-oriented principle of "customer satisfaction first", strived to deliver premium services, and put forward the service tenet: Everything for customers, for all customers, and for all customer needs.
Every detail reflects its dedication to service upgrading: from testing equipment support and night shift reminders, to personnel and product transportation; from daily life arrangements for clients during testing to sufficient working conditions and leisure and fitness facilities. Such thoughtful services have been widely recognized by customers.
Solid efforts have yielded tangible economic benefits. In 2014, the department’s revenue from external cooperation increased by more than 50% year on year, with business coverage expanding to more diverse industries. Notably, its non-aerospace business reached a record high.
Buoyed by fruitful market expansion achievements, the department will further increase investment, optimize operational mechanisms, adhere to market-oriented development, benchmark international advanced standards, and enhance the core competitiveness and market share of its product testing services and spacecraft test equipment.
